In a world of tiny fonts, vague claims, and “blink and you’ll miss it” fine print — Health Canada decided enough was enough. Enter Plain Language Labelling (PLL): a set of regulations that make packaging for non-prescription drugs and health products easier for real humans to read and understand.

Sounds simple, right? But as any packaging designer knows, simplicity is hard work. Here’s what you need to know before your next product hits the shelf.

What Is Plain Language Labelling (PLL)?

The Plain Language Labelling Regulations were introduced to make drug labels safer and more readable. Health Canada wanted people to grab a product off the shelf and actually understand it — dosage, warnings, ingredients, and all.

PLL applies to most non-prescription (over-the-counter) drugs and supplements, including:

  • Vitamins and supplements with a DIN (Drug Identification Number) or NPN (Natural Product Number)
  • Topical products like sunscreens, acne creams, and medicated skincare
  • Self-care products like Mouthwashes, lozenges, disinfectants, etc.

PLL is built around a few key goals:

  • Clarity: Information must be clear, readable, and organized logically — not buried in design fluff.
  • Safety: Labels must help consumers avoid confusion between products with similar names (called Look-Alike Sound-Alike, or LASA, names).
  • Transparency: Every package must display easy-to-find contact info for reporting issues or asking questions.
  • Accountability: Every non-prescription product now requires a mock-up review — meaning your final bilingual label design must be approved before a DIN (Drug Identification Number) is issued.

The Canadian Drug Facts Table (CDFT)

Think of the CDFT as Canada’s version of the Nutrition Facts panel — but for non-prescription health products. It’s a standardized table that must appear on your outer label, in both English and French, including:

  • Active ingredients and their quantities
  • Non-medicinal ingredients
  • Directions for use
  • Warnings and cautions
  • Contact information

The format, font size, and layout are highly specific. If your packaging is too small to fit the standard table, Health Canada allows for graduated flexibilities — but these must still be approved in advance.

What PLL Means for Product Brands

  • Keep it bilingual. Both official languages are mandatory for consumer-facing information.
  • Use mock-ups. Submit full-colour, true-to-scale bilingual mock-ups (not drafts) to Health Canada for review before production.
